Regional Natural Resources Plan

The Bay of Plenty Regional Natural Resources Plan (RNRP) replaces the Regional Water and Land Plan (RWLP). No rules, objectives or policies in the RWLP have been changed. We have simply improved the layout, renamed as the Regional Natural Resources Plan and reorganised the chapters to incorporate the following plans (as they are updated): 

  • On-site Effluent Treatment Regional Plan
  • Regional Air Plan
  • Regional River Gravel Management Plan
  • Rotorua Geothermal Regional Plan
  • Regional Plan for the Tarawera River Catchment 

This is to streamline the number of plans related to natural resource management into one plan, the Bay of Plenty Regional Natural Resources Plan (RNRP).

The purpose of the Regional Natural Resources Plan (RNRP) is to promote the sustainable and integrated management of land and water resources within the Bay of Plenty Region. To achieve this, the RNRP has policies and methods (which include rules) to address issues of use, development and protection of land resources, geothermal resources and freshwater resources, including the beds and margins of water bodies. The resources covered by the Regional Natural Resources Plan are:

  • Soil (land)
  • Rivers and streams
  • Lakes
  • Wetlands
  • Groundwater
  • Geothermal
  • Natural Hazards
  • Air

Proposed Plan Change 9 (Region-wide Water Quantity)

Is looking to improve how we manage the allocation of water in the region and ensure it is being used efficiently.

Publicly notified 18 October 2016.Submissions closed 14 December 2016.

Hearings held for 14, 15 March (Tauranga) and 16 March 2018 (Whakatane).

Hearings closed on Friday 20 April 2018.

Proposed Plan Change 10
(Lake Rotorua Nutrient Management)

Introduces rules to limit the amount of nitrogen entering Lake Rotorua from land use.

The rules will affect rural properties in the Lake Rotorua Catchment.

Proposed Plan Change 13
(Air Quality)

Includes objectives, policies and rules to manage air quality in the region. Currently managed by the Operative Regional Air Plan.

Publicly notified 27 February 2018

Submissions closed 4.00 pm, 12 April 2018.

Further submissions closed 4 pm, 31 July 2018.

25-26 October 2018 - Rotorua


Draft Plan Change 14 (On-Site Effluent Treatment - OSET)

To insert provisions to manage the safe treatment and disposal of domestic wastewater. The plan change does not affect dairy shed effluent discharges or municipal sewage discharges.

Draft plan change available for public comment 31 July 2018.

Proposed Plan Change 17 (Awatarariki Fanhead)

To insert provisions into the Natural Hazards chapter for debris flow risk management on the Awatarariki fanhead at Matatā.

Publicly notified 19 June 2018.

Water Quality Classification Maps

Stopbanks and Other Flood Control Structures Maps (Rule 45)

The following maps are referred to as part of Rule 45 (Permitted - Damming and Diversion of Flood Waters by Existing Flood Control Structures).

Copies of maps for other areas covered by Stopbanks and Other Flood Control Structure Permitted by Rule 45 are available from Bay of Plenty Regional Council on request.

Erosion Hazard Zone maps

The following maps form part of the Erosion Hazard Zone,referred to in Section 9.2 of the rules and in the Erosion Hazard Zone definition of the plan.

Statutory Acknowledgements

The Ngā Whakaaetanga-ā-Ture ki Te Taiao ā Toi (Statutory Acknowledgements in the Bay of Plenty) is a compendium document to be read as an attachment to a nd in conjunction with the Operative Regional Natural Resources Plan including proposed regional plan or policy statement, and any variation or change notified by the Bay of Plenty Regional Council.
