Resource Consent 68367 - Land Information New Zealand and Bay of Plenty Regional Council (Joint):

Land Information New Zealand and Bay of Plenty Regional Council (Joint Application).

The joint applicants have applied for resource consent to discharge aquatic herbicide (Diquat) into water within Lakes Rotorua, Rotoiti, Rotoma, Tikitapu, Rotoehu, Tarawera, Okataina, Okereka, Rerewhakaaitu, Rotomahana, Rotokakahi and Okaro.

This is an application to replace consent number 62641, which expired on 31 October 2015 (and is currently being exercised under s.124 of the Resource Management Act (1991)).  The existing resource consent does not provide for the discharge of Diquat to Lakes Rotokakahi and Okaro.

It is proposed to discharge the aquatic herbicide in accordance with the manufacturer’s instructions, which includes the following controls:

  1. In any treated water body (or enclosed bay) no more than 25% of the area is to be treated at any one time;
  2. There is a withholding period of 24 hours following application of diquat to water for swimming and taking of water for domestic use; and
  3. Discharges are to occur a minimum setback distance of 200m from water intakes.

Location:

Lakes Rotorua, Rotoiti, Rotoma, Tikitapu, Rotoehu, Tarawera, Okataina, Okereka, Rerewhakaaitu, Rotomahana, Rotokakahi and Okaro.

Resource Consent RM17-0424 - Creswell New Zealand Limited:

Creswell New Zealand Limited has applied to the Bay of Plenty Regional Council to:

  • Take a maximum of 5,000 cubic metres (m3) of groundwater per day (1,100,000m3 per year) for the commercial bottling of water;
  • Undertake earthworks associated with the expansion of the water bottling plant;
  • Discharge stormwater and treated process wastewater to water; and
  • Discharge treated sanitary wastewater to land.

Please note that part of the application is to replace consent number 20595 which expires 1 October 2026.

Location of the activity is at 57 Johnson Road, Otakiri.

Transpower New Zealand Limited: Resource Consent RM17-0678

       (As perviously advertised on Monday, 11 December 2017)

(BOPRC) and RC26155 (TCC) Joint Notification

Transpower New Zealand have applied to the Bay of Plenty Regional Council and Tauranga City Council for various resource consents that are required to facilitate the relocation of the Hairini to Mount Maunganui A 110kV transmission line (A-Line) which currently traverses Maungatapu Peninsula, Rangataua Bay Estuary and Matapihi. The proposed works will result in the relocation of the A-Line off private land and out of the Coastal Marine Area (CMA) and generally into the State Highway Road corridor where a separate line (known as the B-Line) is currently located.

Consents applied for:

Bay of Plenty Regional Council application number RM17-0678

  1. Earthworks within 20 metres of the CMA during the      installation of a new pole - State Highway Road Reserve (Maungatapu);
  2. Disturb contaminated land during the installation and removal of poles      - Private land (Matapihi).
  3. Undertake drilling which may intercept the water      table – includes possible discharge of sediment contaminated stormwater      into the CMA - Private land (Matapihi).
  4. Modify a wetland by removing vegetation, and      creating access to works areas for transmission pole relocation - Private land      (Matapihi).
  5. Disturb the CMA in      order to remove existing transmission pole from Rangataua Bay.
  6. Occupation of the airspace above the CMA (Rangataua Bay) by the new A-Line transmission lines - consent sought under the Resource Management (National Environment Standards for Electricity Transmission Activities) Regulations 2009.

 Tauranga City Council application number RC26155:

 The proposal requires the following resource consents under the National Environmental Standards for Electricity Transmission Activities 2009 (NESETA):

  1. Pursuant to Regulation 16, for the relocation of transmission line support structures that do not meet the permitted activity or controlled activity conditions under Regulation 14. This is in relation to Poles 28A/28B (replacing a twin pi-pole structure 28), 29A, 30A, 31A, 32A, 38A, 43B, 47A, 48A, 48C, 48D and 48F. The poles are either increasing in height by more than 15% and/or moving more than 10m from their current position.
  2. Pursuant to Regulation 31, for the trimming of willow trees within a natural area (SEA 25) for the purpose of reducing the risk to a transmission line by providing the specified electric clearance.
  3. Pursuant to Regulation 32, trimming, felling or removing any tree or vegetation in relation to an existing transmission line. In this case, minor vegetation removal is required for the proposed wiring site and associated access track within SEA 25.
  4. Pursuant to Regulation 39, the construction of additional poles that are not a relocation of an existing pole. This is in relation to Poles 33A, 33B, 33C, 33D, 33E, 39A, 40A, 41A, 42A, 43C, 44B, 45A, 48B, 48E and 127A.

Western Bay of Plenty District Council: Consent Application Number RM17-0362

Submissions for this Resource Consent Application have now closed.

The applicant Western Bay of Plenty District Council, has applied for resource consent (RM17-0362) to establish a reticulated Waste Water Treatment Plant (WWTP) for the Ongare Point settlement.

The proposed treatment system includes the installation of a primary treatment septic tank effluent pump system (STEP) at each house, which is pumped to a central WWTP for secondary treatment and then discharged to land soakage at 226 Ongare Point Road, Ongare Point, Western Bay of Plenty District.

The applicant, Pukepine Sawmills (1998) Limited, has applied for resource consent (66758) to discharge stormwater from their site at 274-290 Jellicoe Street, Te Puke, to Factory Drain.

Pukepine operate a sawmill on site, which includes milling, timber treatment, kiln drying and timber storage.

Please note that this is an application to replace consent number 25164, granted in 2005.

Rotorua Lakes Council: Resource Consent Application Numbers RM16-0384 (BOPRC) and Notice of Requirement (NoR) RC 15643 (RLC) - Joint Notification 

Rotorua Lakes Council has applied for resource consents and has given a notice of requirement for a designation to construct, operate, and maintain a Wastewater Treatment Plant (WWTP) and Land Disposal System (LDS) at Lake Rotoiti. The treatment plant proposed is a chemical assisted membrane bioreactor. The WWTP and LDS are proposed to be constructed to have a design capacity for sewerage treatment and disposal for the lakeside communities of East Rotoiti, Rotoma and Rotoehu.

The Wastewater Treatment Plant and Land Disposal System are proposed to be constructed on the Haumingi 9B3B Block, State Highway 30, Tuarere Point, Lake Rotoiti. The legal description of the site is Part Haumingi 9B3BB Block XII, Rotoiti SD Block IX Rotoma 80 and the site is located at or about map reference NZTM 1904171; 5781862.

The proposal includes:

Bay of Plenty Regional Council consent application number RM16-0384 for: 

  1. The discharge of treated effluent to land via rapid infiltration trenches;
  2. The increase of a point source discharge of nitrogen and phosphorus to land in the Rotorua Lake Catchment;
  3. Earthworks associated with the construction of the Wastewater Treatment Plant and reticulated network and the associated temporary discharge of sediment contaminated stormwater; and
  4. The discharge of odorous gases to air arising from the proposed Wastewater Treatment Plant.

Rotorua Lakes Council Notice of Requirement number RC 15643: 

  1. Requirement for a designation of land for the construction, operation and maintenance of the Rotoma/Rotoiti Wastewater Treatment Plant and Land Disposal System.

Whakatane District Council: Resource Consent Application Numbers RM16-0297 (BOPR) and LL-2016-8508-00 (WDC) - Joint Notification 

Whakatane District Council has applied for resource consents to enable the reshaping of the Wainui Te Whara Stream (including deepening, re-grading, widening and realignment of the channel) to increase the flood carrying capacity of the stream.

The site location is the Wainui Te Whara Stream located between Valley Road (in the east) and the Awatapu Delta (in the west).

The proposal includes:

Bay of Plenty Regional Council consent application number RM16-0297 for: 

  1. Earthworks (including disturbance of the bed of the stream and associated temporary damming and diversion of water) for the purposes of re-shaping, widening, deepening, and re-aligning the Wainui Te Whara Stream;

Western Bay of Plenty District Council (Katikati Wastewater Treatment Plant): Resource Consent Application Number RM16-0206 

Western Bay of Plenty District Council has applied for resource consents to discharge odorous gases to air arising from a Municipal Wastewater Treatment Plant (replaces consent number 30136 which expires on 30 November 2016), discharge treated sludge from a Municipal Wastewater Treatment Plant to land and treated wastewater to the coastal marine area via a pipe and ocean outfall structure (replaces consent number 24895 which expires on 30 November 2016) and install a new dispersion structure and marker buoy in the coastal marine area.

The Katikati Wastewater Treatment Plant is located at 42 Prospect Drive, Katikati.
