Regional Policy Statement direction for District and City Plans

The Bay of Plenty Regional Council Policy Statement (RPS) provides a framework for sustainably managing the region's natural and physical resources.

It highlights regionally significant issues with our land, air, fresh and coastal water, infrastructure and biodiversity, including issues of significance to iwi. The RPS gives direction to local councils for managing these issues.

The Resource Management Act 1991 requires the region's city and district councils to give effect to the RPS when developing their district or city plans; and when considering applications for resource consent.  

Rotorua District Plan appeal

Bay of Plenty Regional Council lodged an appeal on parts of the decisions made on the proposed Rotorua District Plan on 16 January 2015.  The purpose of the appeal is to ensure that the proposed Rotorua District Plan gives effect to the Regional Policy Statement.

The main topics of the Regional Council appeal are:

  • Geothermal features
  • Natural hazards
  • Outstanding Natural Features and Landscapes (ONFLs)
  • Water Quality and Rural Subdivision Opportunities (including Transferable Development Rights)
  • Iwi Cultural Resources

How to become party to proceedings

You may be a party to the appeal if you already made a submission or further submission on the Proposed Rotorua District Plan. You will need to lodge a notice of your wish to be a party to the proceedings (in form 33) with the Environment Court by Wednesday 11 February 2015. 

Your right to be a party to the proceedings in the court may be limited by the trade competition provisions in section 274(1) and Part 11A of the Resource Management Act 1991.

You may apply to the Environment Court under section 281 of the Resource Management Act 1991 for a waiver of the above timing or service requirements (see form 38).
