OSET Proposed Plan Change 2 (Maintenance Zones)
The Regional Council has prepared Proposed Plan Change 2 (Maintenance Zones) to the On-Site Effluent Treatment (OSET) Plan to update parts of the plan relating to how your on-site wastewater is dealt with and the effects of this on water quality. If you have an existing septic tank or OSET system these changes could affect you.
Proposed Plan Change 2 (Maintenance Zones) was formally notified for public submissions on 27 November 2012. Council received 31 submissions and eight further submissions and hearings have been scheduled as follows:
- Thursday, 13 June 2013 - Bay of Plenty Regional Council Offices, 1123 Te Arawa Street, Rotorua
- Friday, 14 June 2013 - Te Puke War Memorial Hall, 130 Jellicoe Street, Te Puke

Financial Contributions
The Operative OSET Plan has existing provisions to apply financial contributions as a condition of resource consent. Proposed Plan Change 2 seeks to confirm when a financial contribution is payable and how much.
During consultation on the draft plan change communities indicated they wanted alternatives to having to upgrade to an Advanced Wastewater Treatment System where reticulation is not avaliable. The change is to provide homeowners with a fair and equitable way to contribute towards improving lake water quality based on the nitrogen component in their effluent discharge.
The financial contribution is only applicable where there is no reticulation provided, or where approval is given by your district council. The plan change includes maps of reticulation zones.
The table below shows an example of the dollar costs of a financial contribution based on the occupancy allowances in Schedule 6 and a $227 per kilogram nitrogen removal cost. It is noted that no additional cost is payable where an approved nitrogen removal system has been installed.
