The Operative On-Site Effluent Treatment Regional Plan 2006 (amended to incorporate Plan Change 1) deals with the effects on water quality from the discharge of domestic wastewater in the Bay of Plenty.

Plan Change 1
Plan Change 1 (Date Deferral for Small Communities) was made operative at the Strategy, Policy and Planning Committee meeting on 8 February 2011, and incorporated into the On-Site Effluent Treatment Regional Plan on 1 March 2011.
Plan Change 1 defers the dates on which conventional septic tank systems require consent for the Rotorua Lakes and Western Bay of Plenty maintenance zone communities and those conventional and advanced systems in Rotorua areas (including Mamaku) that have nitrogen reduction requirements.
