Under the National Policy Statement for Freshwater Management 2014 (NPSFM 2014), Bay of Plenty Regional Council must develop a programme of time-limited stages for implementing the NPSFM 2014. The staged implementation program is not open for submissions.

On 14 December 2015, Council adopted the updated programme for implementing nine Water Management Areas (WMAs) across the region, and agreed to begin this work with the Rangitaiki and Kaituna/Maketū and Pongakawa/Waitahanui Water Management Areas. The order of other WMAs is indicative and will be confirmed in 2016.
