Representation Arrangement Review 2012
The Bay of Plenty Regional Council undertook a representation arrangement review in 2012. It commenced the review process by conducting two workshops in April and May 2012 on representation options. On 28 June 2012 Council resolved its initial representation proposal, and in accordance with the Local Electoral Act 2001 (LEA) this initial proposal was part of a public consultation process, and called for submissions. Four submissions were recieved. After considering the submissions received, the Council adopted its initial proposal as its final representation proposal, and sought any appeals to its final proposal. No appeals were recieved. However, as the population to member ratios of the Rotorua and Eastern Bay of Plenty General Constituencies did not comply with the requirements of section 19V(2) of the LEA, Council was required by section 19V(4) of the Act to refer its proposal to the Local Government Commission (LGC) for determination.
On 20 December 2012, the LGC issued its determination that upheld the Council's final proposal.

Summary of changes:

An increase from 13 to 14 elected representatives being; an increase from 4 to 5 elected representatives for the Tauranga General Constituency.

A change to the Kōhi Māori Constituency boundary to include the area east of the Western Bay of Plenty District/Whakatāne District boundary to Matatā (within the Whakatāne District boundary). And subsequently this proposed change means a change to the Mauao Māori Constituency boundary to exclude the area east of the Western Bay of Plenty District/Whakatāne District boundary to Matatā (within the Whakatāne District boundary).
